Geo location Language Code
Q1 ) How do I change the language text in the following field when adding a new project in a non English website?
Answer: The following image shows you the words Enter a location in English. To change this into your language, carry out the following steps. For this example the language in question is Spanish. Go to HireBee -> Ajustes -> Geolocalización and then enter es in Idioma field for the Spanish language code. Now when you go back to create a new project those words will change to Introduce una ubicación.
Note: The language code for your language will be different. Make sure you enter the correct code.

Editing Strings
Q2 ) What is the best method to edit some of the strings in the theme?
Answer: A plugin I highly recommend is Loco Translate. There is another method, using Poedit. You can check the following URL Create a WordPress plugin or theme translation using poedit to learn more.
